Possible, yes. Or perhaps the power adapter isn't working, or perhaps there is something else internally amiss.
First exhaust all the suggestions in this Apple Support document: If your MagSafe cable or power adapter isn't working - Apple Support. The most applicable suggestion is likely to be "If you're not using a Mac with Apple silicon, reset the SMC." Be sure to follow those steps exactly as written. There is no harm in making repeated attempts.
Also: "Make sure that the power port (where you plug in the MagSafe connector) is clean and free of debris." Apple used to have an illustrated description regarding that procedure, but it has been removed. It essentially involved gentle use of a soft, clean toothbrush.

If the battery was allowed to be drained to 0% for any length of time, then it can prevent the laptop from powering on or even charging the battery.
