I have noticed that photos on Photo that were taken about 10 years ago, using a digital camera, now appear blurry. I've checked the photos on iCloud and it's the same.
So I'm wondering if these photos can be made clear again and if it's a compatibility problem with old digital cameras and new Photo program?
Any insight would be awesome.

You seem to be using iCloud Photos.
You may want to check the high resolution original of the photos. Can you export the original from Photos with "File > Export > Export unmodified original"? If yes, is the original also blurry, when viewed in Photos?

I tried that and the photo is a little less blurry than before.
I've noticed the photo is larger in KBs now.
What are the dimensions of the images - you can get this in the Fat Info pane.
Have you used any cleaning apps?
The photo I'm playing with now, thanks to Leonie's suggestion was: 384 x 448, 871KB.
After exporting from Photos to original it is : 1944 x 2592, 850KB
It looks like the photos are smaller in file and the Photo app is showing them larger, so they are looking blurry.
