However, I noticed in your post it is showing an iPad with IOS 10. You can check your model iPad in the following link:
https://support.apple.com/en-au/HT201471
As such it may be that the iPad cannot update any further and you can check which security update your iPad can receive in the following link:
https://support.apple.com/en-au/HT201222
You can also contact Apple Support if the above links do not resolve your iPadOS update issue as follows:
