My ipad was stolen and i removed it from my device list can i still mark it as stolen

You cannot mark your device stolen since it is no longer in the device list under your Apple ID.

Being Stollen, Modify your Credentials:

• Modify: your login credentials (Using Both a New eMail and a New Passwordfor each and all sites)
• Associate: a different method of payment to your account
• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option
