If your question is whether the SIM card from an iPhone 8 Plus fit into an iPhone 11 Pro, then the answer is a YES.

Will that SIM card from your iPhone 8 Plus work with your iPhone 11 Pro? This depends on a few things:

The SIM card must be active and have cellular service (Verizon as you mentioned).
You are not changing cellular service provider. (Staying with Verizon)
Your iPhone 11 Pro must work on the Verizon celluar network.
