I am not sure what you mean by the “charge bar”. If you are unable to change the status of your Location Services, then You may have Screen Time Restrictions set to ON.

Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Location Services : Set this to ALLOW
