What should I do when my phone has been hacked. My Messenger contacts have all been affected.

Details on what you’re encountering here would be quite helpful.
One of the usual causes for these “hacked” reports involve weak or compromised passwords, and particularly re-used passwords.
Password re-use is doom, just as soon as one use of the password is exposed on some service or server somewhere.
Select new passwords for Messenger and your Apple ID, and enable two-factor authentication.
These changes if you can still recover access to your accounts.
Then have a look at Settings > Passwords > Security Recommendations.
Your contacts may be targeted with phishing campaigns pretending to be you, too.
