This iPad is indistinguishable from a lost or stolen iPad, and it will not be usable again without that password, or without proof of original purchase showing the serial number or other proof of ownership as determined by the folks at Apple.
Activation Lock is intended as a theft deterrent, and is intentionally difficult to bypass.
We (we’re other users like you, and not folks that work for Apple) cannot help you bypass this theft-deterrent mechanism, and Apple will not help you. Not without adequate proof of ownership.
Given the model code (A1455) is for an iPad mini first generation model from 2012, this iPad mini is also limited to iOS 9, and cannot run the current iOS 15 nor any apps that require iOS 10 or more recent versions. Even if Activation Lock is cleared, this iPad mini won’t be able to run many apps past those of iOS itself, and it’ll have trouble making Safari connections to websites without some manual updates to the available certificates. Given purchase most of a decade ago, the purchase receipts probably aren’t available anymore, or the receipts are in a mail file or other storage protected by the now-unavailable Apple ID password.
iOS 15 has recently added provisions for inheritance, but those are not applicable here; not with iOS 9, and with no existing setup for that inheritance.
Recovering access to this iPad mini first generation is not worth a whole lot of effort, given it’s long gone unsupported.
