If this is an Apple ID that has been disabled in the app store and iTunes, there’s nothing you can do to clear that condition, other than to contact Apple Support and resolve whatever issue has arisen.
Per Apple: If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help.
