How can I get my cell unlocked so I can pick a carrier

Only the carrier whom the device is locked to can do that, if you're eligible.

I called the carrier I don’t owe any money on my cell, I haven’t been with boost in over a year and I’ve called 4 times, they kept me on hold a hr then hung up, I call back and get the run around, I was told why don’t I just come back to boost smh

If you get no help, return it to the seller and ask for a refund.

As already stated only the carrier can unlock it, if you are eligible.

The lock can only be officially unlock by the carrier, Apple do not lock/unlock iPhone.
