Download of an app
when I am trying to download an app it takes me to the screen that’s says I have a decline in payment. What payment has been declined?
and what does that have to do with me downloading a free app?

You need a valid payment method on file with Apple, even for free apps because of the in-app purchases.
If your payment method is declined in the App Store or iTunes Store
