Resetting hardware owned by deceased family member.

My mother recently passed away and I discovered that she had both an iPad mini 2 Wi-Fi, Cellular and iPhone 7 - both barely used. I am *not* interested in accessing the accounts therein (icloud, email, photos, etc.); I know about the "court order solution" for those things. Even so, I cannot figure out how to factory reset either device without knowing the password for her Apple ID. Is there a way to reprogram these items so that they can be used by someone else? Is this something that can be done at an Apple retail location?

No. You cannot reset the device without obtaining the court order to get into her iCloud account.
