Unfortunately, it's gone away. Tell Apple what missing features you'd like restored or new features added to the system via Feedback - macOS - Apple.

If you have a literal green (or blue) screen, iMovie can do it:

Just to add, backgrounds were dropped from Photo Booth starting with Big Sur or earlier. It's not an M1 vs Intel issue.
The old iMac photo booth had a green scene option. With that, I could add my own background picture when I made a short video. Did it go away in the new M1 iMac?
As I mentioned above, the "green screen" option is no longer available in Catalina, Big Sur or Monterey. Not on Intel or M1 Macs.
Is there another app which will allow a green screen background to a mini-movie similar to what Photo Booth used to?
I don't know. Someone may know and respond.
