So sorry your having these issues.
To start with what method of payment are you using to add the funds?
There may be a billing issue with the payment method you are tryin to use.

You may need to update your payment method on your Apple ID. https://support.apple.com/en-us/HT201266
Check your purchase history for any pending charges that are unpaid. This can result in a declined card as well.

If everything looks good on your end, you will need to contact Apple Support and verify your identity and they will have to check for any declined transactions that need to be reviewed and then have you try again.

I see you have a "Your purchase could not be completed" message. You may see various forms of a "Your purchase could not be completed" message. Some may show old URLs (such as the one ending in "/ww/") which will redirect to the current one which leads you to a page to select your country. Since it says to contact iTunes Support, do this:
1. Click on this link --> https://support.apple.com/choose-country-region/media-services
2. Select your country
3. Select: Billing & Subscriptions
4. Select: Subscriptions & Purchases
5. Select: Update payment method
6. Select a chat session or a phone call.
