ITunes won't let me buy any songs

Every time I try to buy a song from iTunes it says buy I say yes and then it says billing info I click on that and it just freezes it won't let me buy I already upgraded my Apple ID I changed the password I've reset my billing with the proper debit card is still won't let me buy I even rebooted my computer I'm totally lost
