Where did you download VLC from? you should download it from their site…

https://www.videolan.org/

Once downloaded, all you should have to do it double click on the dmg file then drag VLC over the Applications folder.

Try safe mode, see if it helps.

How to use safe mode on your Mac - Apple Support (Takes longer to boot)

NoteSafe mode prevents your Mac from loading certain software as it starts up, including login items, system extensions not required by macOS, and fonts not installed by macOS. It also does a basic check of your startup disk, similar to using First Aid in Disk Utility. And it deletes some system caches, including font caches and the kernel cache, which are automatically created again as needed.

Thanks for posting this. I'm not sure that reinstalling MacOS is a viable solution for me as I am seeing this issue on several production machines. Might we pursue a solution that addresses the problem directly?

To be clear, are you reinstalling over the existing installation or erasing the partition first?

I had High Sierra before in my Mac. I upgraded to Catalina and I noticed the problem with dmg files after the upgrade.

I reinstalled the OS thinking that, the upgrade installation had some problems, and it solved my problem.

I reinstalled over the existing installation; I didn't erase the partition first

Thanks.
