Are ALL deleted apps in ones library or are there apps that don’t indicate that they have been previously downloaded and are not in your purchases history/library?

All the apps that are downloaded are part of the App Library. Some may be in the Home Screen too for quick access.

All the apps that are removed from the Home Screen remain in the App Library.

The apps that are deleted will not be even available in the App Library.
