Safari on the iPadOS it built into the version of iOS installed on the iPad.


The Only way to update Safari is to upGrade the version of iOS installed on the device.


Update your iPhone, iPad, or iPod touch


If nothing is offered by Apple - then the iOS currently installed is the best it can run.
