How do add a page to an Avery Template in Pages?

Only by doing the duplication before entering any data.
Looking ahead, consider loading the template/opening the document, then duplicating the page one or more times before starting to enter data.
Use the 'more times' choice when you know approximately how many pages you will need; Choose to do one, and repeat each time you fill the page you are currently using, so that you always have at least one empty template page.
You can delete extra pages when done by selecting their thumbnails, then presing delete.
Click the 'View' box (top left) to show the Page thumbnails in the left side bar.
Click the thumbnail for the existing page.
Press command-D to duplicate that page.
Done.
