How do I get my verification code with out using my old phone number
if I don’t have a verification code how I’m I supposed to download app and play games if they keep sent the code to my old phone instead of the new one

You should have added your new number to appleid.apple.com before discarding the old SIM.
Only option now is contact Apple Support at top of this page.
