Odd one.
Only times in past I have had problem and delete and restore fixed the issue.
I would ensure all apps on iPad are closed, even though this is not supposed to effect update I have found closing all apps properly by swiping them off and up the screen to ensure they are shut down.

Which iPad do you have ?
Perhaps doing a restore on iPad might work.
