Email filters will need to be created via the host email system. Assuming your email provider is not Apple, you will need to sign-in to your mail providers mail-portal from a web browser - and manage your spam filtering from there.

If instead your Mail provider is Apple, you can manage your email filtering in a similar manner, by signing-in to iCloud using a web browser:
