There are a couple different reasons why iMessage activation may be failing. If you just purchased a new device, activation can actually take up to 24 hours.
If you have not purchased a new device and/or it has been over 24 hours since last attempting activation, here is a great article you can use to troubleshoot: https://support.apple.com/en-us/HT201422
