I deleted an app , so I could reinstall it but when I go to App Store it says open yet it won’t open and it’s not show up on phone?

It was never deleted. You may have accidentally removed the app from one of your screens, but it is still installed and can be found in the App Library (swipe all the way to the right). You can then hold down on the app until they all wiggle and move it to another page on your device.

I accidentally deleted an app , so that I could reinstall it , but when I got to App Store it says open . So it’s like it’s still there just not showing up on my phone
