You have the camera timer turned on. To turn it off ...
1- Open the Camera app and tap the small arrow at the top of the screen to bring up the lower menu.
2- Tap the Timer icon at the bottom-right of the screen.
3- Select "Timer Off"
4- Tap the small arrow at the top of the screen to turn the menu off.
