Not sure why that is happening however I do have some recommendations that you can try one at a time:
1) Try a different charger/adapter
2) Try a different cable
3) Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:
4) Turn off optimized battery charging by opening Settings ➔ Battery ➔ Battery Health ➔ Optmized Battery Charging, Set this to OFF and test the charging speed. While you are here, check the battery health and peak performance capability listed on the screen.

Two Things:
A. Look Up the Battery Health:
When the Battery Health is 80% or lower, it is time for a new battery.
Time for a New Battery?
and...
B. Perform a Restart:
If stuck, try Force Restarting your iPhone. Save any information that need be. Then perform the restart.

Perhaps this is a Faulty Device?:
How new is this iPhone? Is it just now purchased? Note that you have a one-year, out-of-the-box, limited-warranty with this. So, if it is covered under warranty, then see if you can get the screen replaced. Being faulty, it likely would be nothing on you. Ask Apple Support for a new screen.
