You can drag and drop that link straight to your Desktop. The @ webloc document that it creates on your Desktop will have that URL for its name. You can rename it to HT208831 or any other name as the same link is stored within that webloc document. Double-clicking the webloc opens that URL in Safari.
If you right-click on that link and choose Download Linked File As… it will be written to your Desktop as an HT208831.html file that lacks any CSS styling, and will not appear as it does when seen in Safari.
