iPad Pro does not support Quick Start from iPad Air on iOS 12.5.

Why don't devices on iOS 12.5 not work with Quick Start? Is the only other solution iCloud?

As you can see from the article linked above, since you appear to be talking about using Quick Start from an iPad, iPadOS 13.4 or greater is required in the older device.

Well, no. As the above article indicates, iTunes or Finder are options as well.

The above article states that iOS 11 or newer will support Quick Start. However, my old iPad is iOS 12.5, the latest update available for my older unit. According to the article Quick Start should have been supported, but after connecting with it, my new iPad Pro threw an error message that Quick Start requires iOS 14.5.

Apparently, the references to Quick Start supporting iOS 11 and 13.4 are as out of date as my old iPad!
