I’ve followed online help files photos is ticked in the preferences. However when I open photos on my iMac all I can see is a few photos I have imported! My iPhones and iPads are all sinked and can access photos but not my iMac.

But only the system lirbary will sync wiht iCLoud - and it is a two way sync.
If you don't want to sync your huge library, then you'll need to open the library that is the system library (or create a new empty library and set that as the system library)

In photos preferences, make sure the circled button is greyed out. If it isn't then click it. (click it anyway)
Then check iCloud tab is as shown.
Hi Tony, I’ll give that a go and it may well be the answer as this box has the address for my local storage area where my vast picture library resides!
if I do this and it works will that not upload all the photos on my Mac to iCloud ? ( as there are far to many )!

And you was quite correct, my iMac is now churning away while it imports all the photos!

ive been giving thought to re-installing the OS as it’s never been done and I bought it new in 2013. It’s now very slow at doing anything so thought that might help?

I have a 2013 macbook air, and never re-installed the OS. It feels slow, but only in comparison with my much higherspec imac.
If it is running slow it will be because of installed software, especially anything loaded as startup. An OS re-install will get rid of that but is a sledgehammer approach.
Start with getting rid of any third party security apps, antivirus vpns or firewalls or simialr. They are unnecessary, and will always slow the system down.
Then look for ALL other software that loads at startup and think hard about whether you really need it. Get rid if not.
