Did you mean how to back up photos on iCloud from iPad OR download photos from iCloud to the iPad?

Ensure that your iPad is logged in to your iCloud account by using the appropriate Apple ID and Password.

Open Settings ➔ Photos ➔ iCloud Photos : Set this to ON. Your photos should then begin synching between the iPad and your iClouod account.
