App Store and iTunes disabled

I am not able to download an app. A message comes on that am my account has been disabled in the App Store and iTunes. What can be the cause and how do I resolve this.

There'a a problem with your payment information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link won't work in your country, use this form.
