Can a 1 year payment for I cloud storage ($12) be made rather than .99 per month.
Instead of paying .99cents per month for I cloud storage how can you pay 12 months at once than yearly after that.

No, that is not an option. It is a monthly subscription and your account will be charged or your AppleID balance deducted once every month. Apple removed the annual plans years ago.
