Prior to changing the country or region associated with your Apple ID, you’ll need to pay off any outstanding balance, cancel all subscriptions, and clear any credit associated with your Apple ID.


If there are remaining blocking issues, such as not having enough to buy something to clear any remaining credit:

iTunes - Official Apple Support


And the general instructions:

Change your Apple ID country or region - Apple Support
