Your iPad went into restore mode.
If you never, ever made any device backups, your data will be lost.
Follow the instructions shown on your iPad's screen.
Plug your iPad into a Mac using the Finder or older Mac running the latest iTunes or a Windows PC running the latest iTunes and follow the procedures given during the restore process.
If no Mac or Windows PC, then you need to ask the help of a friend or family member that own a Mac or Windows PC
OR
Search online to locate and call contact your nearest, “local” Apple Store location to try/attempt to make an appointment to get Apple to help you restore your iPad.
