My problem is turning off dark mode completely. I see the "auto" selection as well as dark and light. Even when I choose "light," the screen ALWAYS goes to dark at a certain light level automatically anyway. I want to choose light manually and keep it that way. I'm using Mac OS Big Sur.

If no resolve try a safeboot to clear system cache files
SafeBoot https://support.apple.com/en-us/HT201262
Reboot as normal. Caches get rebuilt automatically.
