I would like to add media, that I purchased, from my previous account, to my present account, just a different Apple ID, is this possible?
I have 2 Apple IDs, can I combine them into one, and my purchases from iTunes also

You can't combine accounts. You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
