the application "contact" does not work. I can't open it.
How can I reinstall it ?

Restart your Mac in Safe Mode and see if the problem persists: How to use safe mode on your Mac - Apple Support. Note that you most likely have an Intel processor and that you have to hold the Shift until the login screen appears.
If this solves the issue, restart your Mac in normal mode and test the Contacts app.

Try to open the Contacts app while pressing the Shift key.
I've just tried, but it does not work...
To answer your original post regarding re-install the Contacts App - it is part of the OS and can not be reinstalled as a Standalone Application. The Only way would to re-install the entire OS
