Blocked AND deleted phone numbers

How do I unblock a deleted phone number?

iPhone 12 Pro Max, iOS 14

Honestly I think I blocked it, then deleted it. So I’m not sure how to proceed from here

Did you remove the number from the Blocked list? If it is no longer in the blocked list, then it wouldn't be blocked. Block phone numbers, contacts, and emails on your iPhone, iPad, or iPod touch - Apple Support

The link I provided you shows you have to manage blocked numbers. If the number is not in the blocked list, it isn't blocked. What seems to be your problem?
