When I click on the Mojave 10.14 link given in the support page "How to get older versions of mac os," the app store opens to the Mojave page, but no installer downloads, and if I click on "Open," I get a message that the installer is damaged. I don't want to upgrade to Catalina or later, due to 32-bit concerns.
Choose Applications from the Finder's Go menu, throw the existing installer away, and try downloading it again.

You might have to look in your downloads and see if you still have an old installer listed. Delete it and start into safe mode and try to download again.
Thanks, but no .dmg files at all on the machine, at least not visible or that I'm finding through a search. Is there another form of Installer file?
Yes. Look in the Applications folder as described above.
