Is your iPad Activation Locked?
Here are the Apple support pages that outline the Activation Lock - and the only mechanisms by which it can be turned off:

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock. With documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple may be prepared to assist - otherwise they and nobody here will be able to help you.
If you have the necessary documentation, Apple have recently introduced a new portal though which you may be able to request release of an Activation Lock:

However, recovery of the AppleID credentials should be possible…

hello, in think I have 3 answers to this but I may be wrong.
1: your device is raging, a lot. listen to this, your iPad was made in 2014, that makes it 6 years old keeping it outside of the update region (the update region is the period where your device can be updated. as items get older, they are no longer updated). im not to sure this is true though but it may explain why your iPad is acting up.
2: if your iPad iCloud account works with other devices, check online at the apple website to see what apple id's are being used with your device. maybe you blocked your iPad from using the iCloud account.
3: (not recommended)
reset your iPad, (this will not be a problem if your iPad settings are backed up)
