I believe so, but it will also call emergency services first. See the 'Here's how it works' section in:
Use Emergency SOS on your Apple Watch - Apple Support
"After an emergency call ends, your Apple Watch alerts your emergency contacts with a text message, unless you choose to cancel."
It calls the 911 local equivalent first, then it will call secondary emergency contacts

Not that I know of.
