After I set up face recognition, I was not prompt to chose whether I prefer to use passcode or face id and I even went to setting but there is no prompt to select face id or passcode.

It will always use Face ID if it can see your face. If it can’t it will prompt for your passcode. One way to control it is with the Attention Aware feature. If this is on if your eyes are closed when you look at the phone it will prompt for your passcode.
