This is generally a sign that Core Audio is not enabled:
Go to Logic Pro > Preferences > Audio > Devices Tab
Make sure that Core Audio is checked, and make sure you have the correct iInput and Output devices selected. Then Click 'Apply"

Eddy, I've only once (in over 12 years on this and other forums) seen that reïnstalling solved an issue, and that was because the person had been inside the program and fooled around in it. I would advice you to drop that as a troubleshooting step. No idea why Apple still lists that as a step. It only works if it is an Appcleaner assisted reinstall, and that is because Appcleaner will also delete the preferences.
