How do I download apps purchased on my apple iphone to my mac computer?

Is this something new? The Apple Apps store on my Mac has the same Apple App store logo on my iPhone. I could have sworn that I used to see my App purchases on my Mac laptop as well as my iphone no matter which device I made the purchase on. So what does this mean? I have to buy the same App (i.e. JustYoga) twice (phone and again on mac paying twice for the same app) to have one the phone and my laptop?

No, it’s nothing new. Yes, purchases sync across your Apple ID, but that’s only a record of the purchases you’ve made.

iOS and macOS devices are pretty different in terms of hardware and the operating system, so apps can’t sync between them.

iPhone Apps do not run on Macs. You might be able to find some of them in the mac app store if the developer has made a version that is compatible with macOS.
