If your iPad is running iPadOS 14, see this support article:--> Add an email account to your iPhone, iPad, or iPod touch - Apple Support

If your iPad is running an iPadOS older than version 14, instead of going to Settings>Mail>Accounts, go to:

Settings>Passwords & Accounts>Add account
