My phone won't update past 12.4

I just factory reset an iPhone 6 plus I had stashed away and I am trying to update it to the current iOS Software. It's currently at 12.4, but says it's up to date. I"ve checked for profiles and there are nothing. Since it's a factory reset, I do not have any apps on the device so the memory is fine. It is plugged in and connected to WiFi! So what do i do?
