No, it's the app developer who decides which iOS version their app(s) is/are going to run.
FWIW, I still use an iPad 3rd generation running iOS 9.3.5 and i'm still getting updates for some 3rd party apps.

No, 12.5.1 is the highest possible for that model.
It does not have the required hardware to update further.

Nonsense, you can still use the iPhone as it is.
All you cannot do is install apps that requires a higher iOS version.
That's the thing, there are apps that I can no longer use co'z it requires me to install a higher software version of iOS. Like, airline bookings and stuffs related to travel.
