If you delete items from a computer synced to iClloud, does it also delete the item from iCloud?

Yes. If the device is synced with iCloud, deleting a file from the device will delete it from iCloud and all other synced device.

iCloud is a syncing service, and the purpose is to keep the content of our devices identical with iCloud and all other synced devices. Any changes on a synced device will be updated in iCloud and then on all other synced devices.
