ipads that have a gps chip in it?

This is precisely what has been stated in my reply - in bold type. WiFi Only models of iPad have no GPS!
GPS functions, whilst independent of Cellular capabilities, are an integral element of the Cellular chipset.
What I’m saying, if you do indeed have a WiFi Only model of iPad, is that in your iPad is having difficulty establishing its true location from your network connection.
In many areas, location lookup derived from network and adjacent WiFi networks can be relatively accurate. However, this is not always a reliable mechanism.
All WiFi+Cellular models of iPad include GPS capabilities. WiFi Only models do not have GPS.
