Sending photos by text directly to messages won’t work?

When trying to send a photo to a group text/message; once sent to the message to send it, I can’t select the send arrow? It’s like the picture is covering it up so I can’t select the message/text send arrow.

iPhone SE, iOS 12

force close the app and then force reboot the device
